A missing test tag can raise immediate questions during a site inspection or WHS audit. But are test tags legally required in Australia? In most workplaces, the short answer is no: legislation does not usually require a physical tag on every appliance. What the law does require is that electrical equipment is safe, maintained in a safe condition, and managed in a way that protects workers and other people at the workplace.
Test and tag is one of the most practical ways to demonstrate that duty has been met. It provides a defined inspection and testing process, a visible status label, and a traceable record for each asset. For businesses responsible for multiple sites, portable equipment and contractor access, that evidence can be critical.
Are test tags legally required under Australian law?
Australian WHS laws place a duty on persons conducting a business or undertaking to eliminate electrical risks where reasonably practicable, or minimise them where elimination is not possible. This includes ensuring that electrical equipment is inspected, maintained and used safely.
The legal duty is about safety outcomes and risk control, rather than the sticker itself. A test tag is not generally a standalone legal requirement across every Australian workplace. However, it is often the clearest evidence that portable electrical equipment has been inspected and electrically tested at an appropriate interval.
A tag commonly shows the asset identification, test date, next due date, technician details and test result. When supported by a digital asset register and test report, it gives site managers a reliable way to identify equipment that is current, overdue, failed or removed from service.
There are situations where test tagging effectively becomes mandatory for a business. AS/NZS 3760 is the recognised Australian and New Zealand standard for the in-service safety inspection and testing of electrical equipment. It sets out a systematic approach to visual inspections, electrical tests, tagging and record keeping for portable and relocatable electrical equipment.
The standard is not automatically legislation simply because it exists. A standard becomes legally enforceable where it is specifically called up by legislation, a regulation, contract, code, licence condition or other binding requirement. Even where it is not expressly mandated, AS/NZS 3760 is widely used as the accepted benchmark for establishing a defensible test and tag program.
For a facilities manager or WHS coordinator, this distinction matters. Saying that every appliance must be tagged by law can overstate the position. Saying that tags are unnecessary because they are not named in every law can create a more serious problem. If an incident occurs, the business may need to show how it assessed electrical risk, selected inspection and testing intervals, identified faulty equipment and prevented unsafe equipment from remaining in service.

Testing intervals depend on the environment

Equipment in warehouses, kitchens, workshops, manufacturing areas and outdoor locations may be exposed to impact, dust, heat, liquids or rough handling. These conditions can damage leads, plugs and casings well before an electrical fault becomes obvious.
AS/NZS 3760 provides recommended frequencies for different environments and equipment categories. A tag does not replace inspection, testing or maintenance
A current-looking tag is not proof that equipment is safe at this moment. It records that the item passed the inspection and tests completed on a particular date. Damage can occur afterwards, especially where equipment is moved between vehicles, sites or work areas.
Workers should still carry out a basic visual check before use. Cracked plugs, damaged insulation, exposed wiring, loose connections, burn marks, moisture and unusual heat are all reasons to stop using the item immediately. The equipment should be isolated, clearly labelled as out of service and sent for repair, replacement or further assessment.
This is why effective electrical safety programs combine periodic testing with day-to-day supervision. Test tags support safe behaviour, but they cannot compensate for poor storage, damaged extension leads, overloaded power boards or unauthorised repairs.
What records should your business keep?
If a regulator, client or auditor asks how portable electrical equipment is managed, a pile of tags alone may not be enough. Businesses need records that show a consistent process and make individual assets easy to trace.
A strong compliance record will generally identify the asset, its location or responsible area, the date of inspection, test outcome, next due date, technician details and any failures or corrective actions. It should also show that failed equipment was removed from service and not returned without appropriate repair and verification.
Digital reporting is particularly useful for organisations with multiple locations or large asset numbers. It reduces the administrative burden of manually tracking due dates and makes it easier to produce audit-ready reports when required. It also helps identify repeat failures, ageing equipment and areas where handling practices may need attention.
For healthcare and clinical environments, the requirement can be more specialised. Patient areas may be subject to additional controls under AS/NZS 3003, while biomedical equipment requires performance verification beyond a standard portable appliance test. A generic test and tag approach should not be treated as a substitute for equipment-specific clinical safety requirements.
Test and tag, RCD testing and electrical installation safety
Portable appliance testing is only one part of electrical risk management. Residual current devices, commonly called safety switches or RCDs, provide an additional layer of protection by disconnecting power when they detect certain leakage faults. They require their own testing and records.
Test and tag does not confirm that an RCD is operating correctly, and RCD testing does not prove that every appliance connected to the circuit is safe. Likewise, neither service replaces electrical installation inspections, repairs by a licensed electrician or equipment maintenance required by the manufacturer.
